About the Project
The project responds to an identified structural gap in the system for implementing innovative solutions in areas covered by European Social Fund Plus (ESF+) interventions, both under the national FERS Programme and the Regional Programmes.
The main objective of the project is to strengthen the institutional and operational capacity of entities implementing projects co-financed by the ESF+, by supporting the implementation of innovative solutions developed through transnational cooperation.
The project envisages the selection and implementation of at least 54 grants supporting the testing, adaptation and implementation of innovative solutions in the areas of education, the labour market, social inclusion and health – in line with the Partnership Agreement and the intervention priorities set out in the 2021–2027 Cohesion Policy.
Project Implementation Schedule
The project is implemented in four stages:

Stage 1 – Preparation of grant competitions (01.01.2026–31.05.2026)
- Development of detailed grant implementation procedures
- Establishment of a substantive expert team
- Detailed analysis of projects currently implemented under FERS and six Regional Programmes (Łódzkie, Świętokrzyskie, Lubelskie, Podkarpackie, Podlaskie and Mazowieckie)
- Identification of directions and types of possible solutions
- Preparation of a consolidated report / substantive guidelines

Stage 2 – Implementation of grant competitions and award of grants (01.06.2026–31.03.2027)
- Organisation of information meetings
- Consultations for potential Grant Recipients with transnational experts
- Organisation of expert consultations with the project team
- Series of webinars for potential Grant Recipients
- Launch of grant competitions and selection of Grant Recipients

Stage 3 – Implementation, monitoring and financial settlement of grants (01.10.2026–29.02.2028)
- Disbursement of grants in accordance with the project schedule
- Substantive and financial monitoring of projects supported by grants
- Verification of progress and effectiveness of solutions being implemented
- Assessment of implementation compliance with adopted assumptions and grant competition regulations
- Settlement of costs on the basis of approved accounting documents

Stage 4 – Support for Grant Recipients during grant implementation (01.10.2026–30.04.2028)
- Expert substantive and methodological support
- Expert supervision and implementation coaching
- Specialist consultations on the adaptation and implementation of solutions
- Implementation and networking workshops
- Preparation of a final report on experiences from transnational cooperation
