About the Project
The project responds to an identified structural gap in the system for implementing innovative solutions in areas covered by European Social Fund Plus (ESF+) interventions, both under the national FERS Programme and the Regional Programmes.
The main objective of the project is to strengthen the institutional and operational capacity of entities implementing projects co-financed by the ESF+, by supporting the implementation of innovative solutions developed through transnational cooperation.
The project envisages the selection and implementation of at least 54 grants supporting the testing, adaptation and implementation of innovative solutions in the areas of education, the labour market, social inclusion and health – in line with the Partnership Agreement and the intervention priorities set out in the 2021–2027 Cohesion Policy.
Project Implementation Schedule
The project is implemented in four stages:

Stage 1 – Preparation of grant competitions (01.01.2026–31.05.2026)
- Development of detailed grant implementation procedures
- Establishment of a substantive expert team
- Detailed analysis of projects currently implemented under FERS and six Regional Programmes (Łódzkie, Świętokrzyskie, Lubelskie, Podkarpackie, Podlaskie and Mazowieckie)
- Identification of directions and types of possible solutions
- Preparation of a consolidated report / substantive guidelines

Stage 2 – Implementation of grant competitions and award of grants (01.06.2026–31.03.2027)
- Organisation of information meetings
- Consultations for potential Grant Recipients with transnational experts
- Organisation of expert consultations with the project team
- Series of webinars for potential Grant Recipients
- Launch of grant competitions and selection of Grant Recipients

Stage 3 – Implementation, monitoring and financial settlement of grants (01.10.2026–29.02.2028)
- Disbursement of grants in accordance with the project schedule

About the project
The project is co-financed by the European Union from the European Social Fund Plus (ESF+) under the Social Innovation Initiative Programme. Its aim is to develop, test, and disseminate innovative solutions supporting families affected by forced migration, in particular in the area of social, family, and environmental functioning. The project combines a research, development, and practical perspective, with an emphasis on solutions that can be applied in public policy and in the activities of institutions and organisations working with families.
The activities carried out under the project align with the priorities of European social policy, in particular in the area of social innovation, strengthening social resilience, and responding to the long-term consequences of humanitarian and migration crises. The FAMILY project supports families with migration experience in strengthening their resilience and ability to cope with the challenges resulting from war, forced displacement, and adaptation to life in a new environment, focusing on comprehensive support through cooperation with local communities and the use of good practices developed in Poland and Germany.
The project follows a multi-phase approach that includes planning, community engagement, development of support solutions, and their practical implementation. Continuous monitoring and data collection allow the project team to assess progress and adapt activities when necessary.

The FAMILY model – the family as the main participant
The FAMILY Programme was designed as a family support programme in which the family is treated as the primary participant and the main beneficiary of the activities. All elements of the programme — whether directed at children, adults, or entire families — are oriented toward strengthening the functioning of the family as a system.
- an active participant in the support process,
- a partner in planning the participation pathway,
- a decision-making entity regarding the scope and forms of support.
- takes into account their relationships with parents and caregivers,
- is coordinated with activities directed toward adults,
- has a developmental and strengthening character rather than a diagnostic one.
- participate both as individuals in need of support and as key actors in the process of strengthening the family,
- strengthening parenting competencies and emotional resources directly contributes to improving the functioning of the entire family.
Eligibility criteria
- the family has experienced forced migration from Ukraine related to the armed conflict and its consequences,
- families in which parents and/or other adult family members perform caregiving roles toward children are eligible, in particular grandmothers and grandfathers,
- at least two members of the same family declare readiness to actively participate,
- participation includes at least one child and at least one adult performing a caregiving role,
- the family resides in the area covered by the pilot implementation — in Poland.
- the family identifies a need for support in the area of emotional, relational, or adaptive functioning,
- the family expresses motivation to participate in educational, workshop-based, and support activities,
- there are no contraindications to participation in group or family activities.
- ability to regularly participate in the planned pilot activities,
- readiness to cooperate with the team implementing the programme,
- acceptance of the organisational rules of the pilot, including participation in monitoring and evaluation.
